Understanding Chinese Standards: GB (Mandatory) vs GB/T (Recommended)
In China's national standard system, GB means mandatory and GB/T means recommended: GB must be complied with, GB/T is encouraged. But a recommended standard becomes binding once it is cited by law, normatively referenced by a mandatory standard, or self-declared by an enterprise β this is the key to understanding the system.

Core Requirements (Rules of Force)
GB mandatory standards β must be complied with
- Standardization Law (revised 2017, effective 2018-01-01), Article 25: products or services not conforming to mandatory standards shall not be produced, sold, imported or provided
- Mandatory standards have the nature of "technical regulations" (WTO TBT terminology): in China, a GB standard is itself a legislative document β the fundamental difference from voluntary ISO/IEC/EN standards
- Measures for the Administration of Mandatory National Standards (2020), Article 19: all technical requirements of a mandatory national standard must be fully mandatory, ending the "mandatory-clause" model (legacy standards may still operate clause-wise; new standards are fully mandatory)
GB/T recommended standards β three paths to becoming binding
- Cited by law: once a law or regulation expressly adopts a GB/T, it becomes the basis of compliance judgement
- Normatively referenced by a mandatory standard (force transmission): GB 38031-2025 normatively references GB/T 4208-2017 (IP codes), so the IPX7 requirement becomes mandatory when implementing GB 38031 β the most common "hidden mandatory" path
- Enterprise self-declaration: Article 27 of the Standardization Law β a GB/T publicly declared by an enterprise as its compliance basis is binding on that enterprise's products and is used by supervision authorities for inspection
GB/Z guiding technical documents
- Used for rapid guidance on new technologies not yet ready for a full standard; recommended in nature, below GB/T
Reference Chain (How Force Transmits)
- Mandatory standard β normative reference β recommended standard: the normative reference clause of a mandatory standard ("shall implement standard XX") pulls the referenced requirements into the mandatory chain. Example: GB 38031-2025's immersion test references IPX7 of GB/T 4208-2017, making IPX7 mandatory.
- Regulation β standard: CCC certification rules cite GB standards, making them mandatory for certification (e.g. vehicle power batteries certified against GB 38031-2025).
- Contract β standard: when a purchase contract stipulates a GB/T, breach judgement follows that standard (civil/commercial effect).
- China vs the world: ISO/IEC standards are voluntary, with force coming from external citation (WTO TBT); the US relies on incorporation by reference in the CFR (17,000+ references); the EU creates presumption of conformity by publishing harmonised standards in the OJEU; China's GB is mandatory in itself β four systems, four answers to whether a standard is inherently binding.

Are mandatory national standards 'clause-mandatory'?
No. Article 19 of the Measures for the Administration of Mandatory National Standards (2020) requires all technical requirements of a mandatory standard to be fully mandatory, ending the historical mixed 'mandatory clauses + recommended clauses' model. Some legacy standards may still operate clause-wise, but new ones are fully mandatory.
What other types of standards exist in China?
