Core Requirements

Cell safety (Clause 5.1) — 7 tests, all requiring no fire and no explosion:

  • Over-discharge test (8.1.2)

  • Crush test (8.1.7)
  • Fast-charge cycle safety test (8.1.8, new in 2025)

Pack or system safety (Clause 5.2) — 16 tests requiring no leakage, housing crack, fire or explosion, with post-test insulation resistance ≥ 100 Ω/V (≥ 500 Ω/V where AC circuits are present):

  • Vibration, mechanical shock, simulated collision, crush
  • Damp heat cycling, immersion (Option 1: no fire/explosion; Option 2: IPX7 per GB/T 4208-2017)
  • Thermal stability (external fire test + thermal propagation analysis & verification), temperature shock, salt spray, high altitude
  • Over-temperature protection, over-current protection, external short circuit protection, overcharge protection, over-discharge protection
  • Bottom impact test (new in 2025; pack, system or vehicle level)

Thermal propagation (Clause 5.2.7):

  • After thermal runaway is triggered, the thermal event alarm must be issued no later than 5 minutes after the trigger
  • Smoke must not endanger the passenger compartment before the alarm or within 5 minutes after it (vehicle-level test: no smoke entering the passenger compartment)
  • Thermal propagation analysis and verification report per Annex C (normative)

Same-type determination (Clause 9, new in 2025): batteries of the same type (same design, key materials and manufacturing process) may be exempted from repeated testing, reducing certification cost.

Implementation (Clause 10): vehicles applying for new type approval comply from the effective date (2026-07-01); already type-approved vehicles comply from the 13th month after the effective date.
